Tempo Project in Turku
The primary aim of this project is finding new job opportunities for unemployed in the SMS of the Turku region.
Problem
The core of the Tempo project is the enterprise co-ordinator work. Their work is to lower the threshold to enter the working life and act as link between the job-seeker customer and the company. Other objectives are to motivate the customers, offer personal guidance and employment channels, to stop the vicious circle of unemployment and to promote independent employment.
Description
During 2002-2004 Tempo was a regional co-operation project in Turku, Tampere and Oulu. From 2005 on, Tempo continued as an employment project of East Turku Objective 2 district.
The main objective is to reduce the number of long-term unemployed in East Turku. The goal is to obtain as customers (during 2005-2006) 230 unemployed persons of whom at least 115 are employed in the open labour markets and 30 will be referred to employment policy programmes and training.
Approach
The two enterprise co-ordinators collect information about open jobs and training with customer's needs in mind, and they also search for hidden jobs from the SMS in Turku region. They inform entrepreneurs about the opportunities offered by labour administration, and they act in close co-operation with companies, organisations, employment offices and training providers.
Results
Tempo project has furthered the networks between job-seeker customers and enterprises in Turku region. In the project, an enterprise register is also developed, which can be used after the project by other authorities who work in the field of employment affairs. In Autumn 2005 began enterprise co-ordinator training in Turku Polytechnic. In 2005 there were 57 people employed in open markets, 45 participated in training or course, 19 in support work and 39 in practical training.
Beneficiaries
Direct beneficiaries are the job-seekers in the East Turku region who can via supported job-seeking stop the vicious circle of unemployment.
Resources
Funding: The annual budget of the project is around € 150,000. Costs are divided as follows: 1/3 City of Turku, 1/3 Regional Council of Southwest Finland and 1/3 European Social Fund. Labour resources: In Tempo project work apart-time project manager, a project secretary and two enterprise co-ordinators.
