URBACT Cities facing the crisis: final publication now available
In December 2010 URBACT has published the final report on the impact of the economic crisis on its partner cities. The survey addresses cities’ responses and actions developed by URBACT cities. Also, the publication presents a series of in-depth case studies and describes the main lessons learned from these practices.
Description
The publication "URBACT Cities facing the Crisis – Impact and Responses" consists of two packages: The first part examines the nature of the impact of the crisis and how cities react to these new circumstances in terms of actions. For this, questionnaires have been completed by 131 cities with a response rate of approximately 70%. As a result, this publication is one of the most comprehensive surveys of the crisis in European cities so far. The analysis based on the results of the questionnaires and the input of URBACT lead experts focused on the following areas:
- Business;
- Employment;
- Social conditions;
- City budgets and projects.
The second part describes case studies
from several cities and identifies lessons and approaches which
could be used as examples for other cities. One of the outcomes
deriving from these practices is how quickly cities had to respond
to the effects of the crisis (unemployment, cuts in public
expenditure) and instantly needed to implement new actions. The
following case studies are addressed in the report:

- Jyväskylä, Finland
- Malmö, Sweden
- Newcastle, United Kingdom
- Rotterdam,The Nederlands
- Tallinn, Estonia
- Turin, Italy
- Veria, Greece
Background
Each city had to cope with different impacts resulting from the crisis and therefore a range of different policy responses in European cities were developed. In addition, cities are the closest to people and businesses. For this reason, it is important to evaluate the impacts of the crisis in cities and to outline these different local policy responses. The main aim of this publication is to speed up exchange and learning in an interactive and ongoing way among urban practitioners and policy makers. The URBACT Monitoring Committee approved the launch of the study in May 2009. In addition, the Advisory board, involving representatives of the OECD LEED programme, the European Commission, Eurocities, the Young Foundation, Thematic Pole Managers of the URBACT programme and the URBACT Secretariat contributed to the publication.
