Conditions of getting a flat
After the political changes of early 90’s a real housing market was born, ownership became lonely way to get a flat.
Description
“Eastern European” housing model of the so called socialist regime was characterized by a dual market. There was a sector controlled by the state.Those flats were affordable for wide range of the society by having calculable incomes and credits guaranteed by the state for buying a flat. It has finished by the political changes. In the other sector there were quasi market relations or free from any market: mutuality. In 90’s state sector has collapsed, state housing market was privatised. Renter could buy flats that they lived in. State has filed out from credit accommodation. Local municipalities has developed their own tools and infrastructure dealing with households having the most serious problems on housing.
Conclusions
Housing market is characterized by a low mobility. Index of mobility is 3-4%, which is very low in comparing international trends. After 2000 positive process could be monitored.
