Significant increase spending on safety management

In 2009, nearly 12.5 billion euros were spent to prevent and combat crime, degradation and pollution in the Netherlands. That is 4% more than in 2008. Expenditure in 2009 represent 2.2 percent of gross domestic product.

757 euros per capita

In recent years, expenditure on safety management has increased considerably. In 2009 the security care cost 4 billion euros more than in 2002. Adjusted for inflation the increase amounted to approximately 2.3 billion euros. Per capita the cost of safety management amounted to 757 euro.

More and more expensive staff

The personnel expenses in the period 2002-2009 increased by 2.5 billion euros. Slightly more than half of this is due to higher wages, the rest is due to an increase in personnel. During the same period, the material costs (housing, procurement of goods and services, operating grants and contributions to implementing agencies) increased with 1.5 billion euro. Of these, only 20% is due to price increases and 80% is attributable to an increased use of equipment.

Spending on prevention is highest

Almost half the spending on safety management in 2009 went to preventive measures. The police and security companies are the largest providers here. The third major activity is the implementation of preventive measures, which are mainly ran by the Dienst Justitiële Inrichtingen (DJI, custodial institutions service). The management of the buildings (including prisons) by the DJI cost more than personnel expenditures. This explains that the implementation of equipment had a higher proportion than other activities.
