Report on Social Protection and Inclusion 2010
The Council of the European Union and the Social protection Committee have produced a joint report on Social Protection and Social Inclusion in 2010. The human costs of the economic crisis are still unfolding, and cities and regions will need to develop different types of policies in order to mitigate its effects.
Description
The need to contain the rise in public spending calls for
enhancing the quality of intervention, and in some cases setting
clear priorities. This means more effective and efficient social
inclusion and social protection, in line with the principles of
access for all, adequacy and sustainability. The fields of
unemployment, housing, access to health services and pension
schemes are identified as priority areas.
Unemployment rates are expected to remain high for some time,
carrying risks of long-term exclusion as well as poverty. This
report underlines the need to prepare comprehensive strategies,
including activation measures, life long learning
possibilities and individualised employments services.
Homelessness is also an issue that needs to be addressed: it seems
that numbers of rough sleepers an people without accommodation are
on the rise. Effective, shared governance of the issues related to
homelessness is important, as well as information and evaluation of
the local housing market.
In all, inclusive governance structures are recommended to enhance
mutual learning, exchanges of good practices and increasing
efficiency.
