ICT contributes to good governance in Spain’s ‘Plan Avanza’

Good governance for digital policies can be found in the case of Spain’s ‘Plan Avanza’. In this report a large-scale information society agenda addressing the need for international and inter-regional convergence in ICT access and use has been created. Also a greater integration of citizens, businesses and the public administration into the information society is stressed.

Plan Avanza identifies areas where policy gaps remain

While acknowledging the important achievements made in the above mentioned areas, as well as in the sectors of Education, Health, and Justice, the review identifies areas where policy gaps remain and how further progress could be made to improve co-ordination and cost-effectiveness.

 

Recommendations for Plan Avanza

The proposed draft recommendations highlight the need to continue to invest in Information Society policies as a driver of future growth and competiveness. In particular, the draft recommendations focus on the need for Plan Avanza to:

  1. Exploit the transformative potential of ICTs in ways that contribute more strongly to economic recovery and long-term objectives for green growth and innovation;
  2. Strike a greater balance between supply and demand-side policies (e.g. begin a shift from ICT diffusion, to a stronger focus on ICT take-up and usage);
  3. Consider ways of improving its cost-effectiveness in times of fiscal tightening- particularly by means of increased horizontal co-ordination and improved alignment of policy instruments to goals for inter-regional convergence and the closing of different kinds of digital divides.
