Information on Smart Cities and Communities call for proposals opening in July 2011

The call for proposals of the Smart City and Communities Initiative was launched on 20 July and will end 1st December 2011. Application is open for consortiums of at least 3 cities of 3 different countries that are facing common challenges. For a successful application, it is important that all cities of a consortium cooperate on common challenges. The added value generated by the cooperation has to be higher than the administrative burden.

Budget division Smart Cities and Communities

The total amount of 75 M€ for the initiative will be divided in the following three categories:

  1.  Demonstration of nearly zero energy building renovation for cities and districts
    Budget: 35 M€
    Typical size of projects: Ca. 3 M€ to 4 M€ per city
    Approx. number of projects: 3-4 projects (ca. 10-12 cities)
  2. Smart heating & cooling systems (large-scale)
    Budget: No yet determined
    Typical size of projects: Ca. 3 M€ to 4 M€ per city
    Approx. number of projects: 2-3 projects (6-9 cities)
  3. Strategic sustainable planning and screening of city plans
    Budget: No yet determined
    Typical size of projects: 1 M€ per city
    Approx. number of projects: 3-5 projects (ca. 10-15 cities)
Evaluation of applications will be based on 3 major criteria

Evaluation of applications will be based on 3 major criteria: excellence (innovation in technology or systems integration), impact and implementation. A reliable business plan, risk assessment plan, and solid replication plan will be compulsory parts of the application. Moreover, Sustainable Energy Action Plans (SEAP), submitted within the frame of the Covenant of Mayors, are a good foundation for the detailed action plans that have to be developed by the applicants.
