CHAMP: preparing local authorities for climate change

Local and regional authorities are key actors in combating the challenges of climate change. For this, cities and regions need to develop integrative instruments and climate strategies. However, adjusting their existing policies turns out to be more difficult than expected. The CHAMP project supports European local actors in implementing climate-friendly policies by promoting and providing trainings in implementing Integrated Management System (IMS) for climate change mitigation and adaptation.

National training hubs to support piloting cities in IMS

Already the project has reached its final phase (third year)and developed 4 national training hubs in Finland, Italy Germany, Hungary. These national training centres are experts in the field of IMS and provide guidance for piloting cities of their country. The following training hubs have been established:

  • Suomen tukipiste (Finnish training hub);
  • Nationaler Trainingsknoten Deutschland (German training hub);
  • Képzési Elem (Hungarian training hub);
  • Centro di iniziative per la formazione Italia (Italian training hub).

The trainings have been finalised in Finland and Italy and are in the implementation phase in Hungary and Germany. CHAMP promotes the IMS European-wide and therefore a European Partnership for Integrated Sustainable Management will be launched this summer in the hope to establish more National Training Hubs in other European countries

The Capacity Development Package, an online IMS tool

One of the objectives of the CHAMP project is to create a joint tool, which exchanges information on the use of IMS and contributes to the EU’s climate change targets and legislations. The Capacity Development Package is an online instrument which is based on the outcomes of two former projects:

  • Managing Urban Europe- 25 (MUE-25): ran from 2005 till 2008 and developed a framework for better implementation of existing environmental management systems in 25 European local and regional authorities;
  • ENVIPLAN:ran till 2006 and developed technical guidelines, a manual and training materials to promote and support the practical implementation of Urban Environmental Management Plans in the South European area.

At the moment the Capacity Development Package is still in preparation but will be published soon on the CHAMP website. Case study municipalities involved in the MUE -25 will be invited to share their experiences in upcoming meetings.
