European urban regeneration: put people before professionals

People should always remain at the heart of policy when dealing with deprived urban neighbourhoods. This is the main point of the study ‘Dynamics of deprived neighbourhoods in the URBACT cities’ that the French General Secretariat for urban and social development (SGCIV) published on January 25th, 2012. In it, the SGCIV examines the outputs of 5 URBACT projects in several European cities.

Significant differences in dealing with deprived area’s

The areas which are designated as being ‘in difficulty’ vary between the European cities. The approaches developed by the cities involved are also hard to compare, due to different context and specific cultural environments. Still, the study supplies urban renewal professionals with ample examples and recommendations that can be inspirational.

Publication identifies main focus points

According to the publication, the most important fields to focus on when dealing with deprived neighbourhoods are unemployment, health, safety and deteriorating housing and living environments.

Professionals should serve citizens

In the field of governance, the report advises public policy makers to involve businesses and civil society organizations in projects and management of deprived territories. However, the wishes and needs of people living in these areas should always come first. Policy makers are urged to develop more of a serving attitude towards them.

Study is result of evaluations URBACT projects

SGCIV based its study on the outcomes of 5 URBACT projects: CoNet, RegGov, TOGETHER, LC-FACIL and NODUS in the neighbourhoods of the different cities that were involved in these projects.
