CEMR Policy Paper on the Future of EU Cohesion Policy
CEMR (The Council of European Municipalities ) has published recently its position paper on the 5th cohesion report. The report provides key messages and recommendations in order to foster the development and territorial potential of all EU regions. In the paper CEMR stresses the importance of local and regional authorities in implementing EU policies and achieving economic, social and territorial cohesion.
In addition, CEMR continues to support the implementation of the three existing cohesion objectives (Convergence, Competitiveness and territorial Cooperation) with a special focus on those regions lagging behind. Moreover, CEMR recommends that the EU objective of territorial cohesion, as formulated in the Lisbon Treaty, should remain the driving force behind cohesion policy. CEMR is aware of the importance of the Europe 2020 strategy, however territorial cohesion should not be solely turned into an implementation tool for this strategy. One of the other recommendations CEMR has made was that regulations for funding programmes could be more simplified and more focussed on a bottom-up method. As a result, it could reduce the administrative load. Also, a number of these programmes should be combined, fragmentation could cause inconsistency in regional projects. This way social, environmental and economical issues can be addressed efficiently, while using an integrated approach.
