Spanish methodological guide for the drafting of Economic Sustainability Reports

The Spanish Ministry of Architecture, Housing and Land Development has recently published a methodological guide for the drafting of Economic Sustainability Reports (Guía Metodológica para la elaboración del Informe de Sostenibilidad Económica). This guide aims to give a basic explanation of the techniques used to facilitate the use of various applications in urban legislation and regulations. Also the formulation of plans and instruments for the zoning of land are proposed through private urbanizing initiatives in Spain.

Introduction: Territorial- and urban development as a fundamental measure for economic sustainability

The revised Land Law approved by Royal Legislative Decree 2/2008 of 20 June, recognizes the territorial- and urban development as a fundamental and basic measure for economic sustainability. To ensure this principle, evaluation and monitoring of the effects that urban planning can have on the economy, environment and quality of life of citizens has been proposed by the Spanish ministry. As applicable legal framework, Article 15.4 establishes the obligation of preparing "a report or economic sustainability report" to be incorporated into management plans, which analyzed the impact on the Public Estates maintenance, preservation and implantation of infrastructure arising from the execution of actions envisaged in those developments.

Adequate and sustainable use of land

The report also makes reference to the adequacy and sustainable use of land for the purpose of generating employment and economic activity. Moreover, the content is targeted at different competent professionals in the field, with knowledge and various academic qualifications (architects, economists, lawyers etc.).

Methodology: a better understanding of the theoretical determinations

This guide is divided into 4 chapters and 3 appendices, comprising in a systematic way all the methodology to be applied to economic sustainability reports, both from conceptual and theoretical development and from its applied practices by concrete examples (Annex II) , which aid in a better understanding of the theoretical determinations.

The content is summarized in a Quick Guide (Annex I), culminating text (Annex III) with a glossary of terms to help improve readers’ understanding of the different professionals and how town planning affects the economic-financial arena in Spain.
