Survey of 27 City Health Workshops – Appraisal of the construction of the city health workshop process October-November 2003 – Recommendations for a national day

The study gives an appraisal of the construction of the City Health Workshopsapproach (French acronym ASV) (see glossary), gives a snapshot of the 27 CityHealth Workshops and recommendations for organising a national ASV day.

Description

After a reminder of the objectives and methodology, the study shows the mainresults of the survey concerning the political and territorial positioning ofthe ASV, their organisation and resources, achievements, those involved withthem and the issues that they address, and the policies resulting from theirexperience.

Secondly, the study provides some exemplary elements for the ASV nationalday.

The study continues by examining the typology of ASVs.

Lastly, it gives recommendations on a strategy for national monitoring ofASVs.

Background information

The purpose of the ASVs is to improve the consistency and effectiveness ofpolicies and systems for health and the fight against exclusion at the locallevel.

Responsible for promoting and monitoring the ASVs at the national level, theInterministerial Delegation to the City (French acronym DIV) (see glossary)wished to take stock of the state of preparation of the process at the nationallevel and implement a national organisation programme to make best use of thelessons learned and disseminate them.

An additional objective of this study was to provide elements for preparing anational day covering all those involved with ASVs in 2004.

Methodology

The surveys were carried out in 6 phases: cross-referencing severaldatabases, questionnaires, interviews, computerised information processing,in-depth telephone interviews and summary.

Conclusions

The ASV process is in a qualitative expansion phase over the nationalterritory. They are engaged in a process of methodological structuring andinstitutional positioning, which reveals how weak and unstable they are withinthe systems for promoting health and fighting against exclusion, and within TownPolicy (see glossary).

One of the objectives of the study is to provide recommendations fororganising a national day on ASVs. The study concludes it is necessary to putthe following questions forward on the national day : What are the mainpolitical conditions for establishing and developing an ASV in good conditions?How can we encourage the population to take an active part in supporting the ASVapproach? What are the methods of analysis and programme planning that are mostappropriate to the ASV approach? What are the main characteristics of the taskof ASV coordination and what are the resources necessary for the organiser toensure that the process works efficiently?
