Speech by Ms Christine Boutin. Cities Forum: After Leipzig, the sustainable and socially-inclusive city on a day-to-day basis

During the Cities Forum, which took place on the 2nd and 3rd of December 2008in Montpellier, Ms Christine Boutin, Minister for Housing and Towns, presentedthe Charter on the sustainable European city, adopted on May the 24th 2007during the German presidency.

After mentioning the context within which the subject of sustainabledevelopment emerged, Ms Christine Boutin explained the two advantages of theLeipzig Charter: the first is to clearly establish the three mainstays ofsustainable development : economic prosperity; social equilibrium; the respectfor ecological imperatives. The second advantage is that it places greatemphasis on the importance of reintegrating deprived neighbourhoods in the city.

18 months after adopting this Charter, the urban-development ministers of the27 member countries of the European Union met to assess it and decided tointroduce a "Frame of reference for the sustainable and socially-inclusive city", to implement the Leipzig Charter on a day-to-day basis.

Ms Christine Boutin then emphasised the social dimension of the process andacknowledged the contribution of the URBACT programme.

In her opening speech, Christine Boutin began the collective process ofbuilding the "Frame of reference", based on the tangible experiences of thecountries of the European Union.
