Of "neighbourhood effects" on urban policy: international perspectives
The purpose of this note by the French Center for Strategic Analysis (CAS) is to renew the French debate on urban policy.
The CAS presents the results and orientations developed from research conducted in Western Europe and the United States on the neighborhood effects. The aim is to show how the fact of living in a particular neighborhood, privileged or underprivileged, determines individual behavior.
The issues of this note are to answer several questions.
- What can we learn from those researches?
- What are the levers to improve, beyond the living environment, social mobility and the welfare of deprived neighborhoods’ inhabitants?
- What new compromise can be found between regional support and support for people?
From this analysis emerge three proposals for renewing the debate on urban policy.
