Nordstad – reorganization of the urban landscape around the Ettelbrück – Diekirch Axis

Summary
The Nordstad can be considered as the main urbanised area
in the north of Luxembourg. It covers the municipalities of
Bettendorf, Colmar Berg, Diekirch, Erpeldange, Ettelbruck and
Schieren. Apart from these municipalities the Nordstad network
includes also the Ministry of the Interior and Spatial Planning.
The network was consolidated in 2006 by the signing of a convention
between the different partners, representing a political compromise
for the coordination of an integrative inter-municipal development.
The idea of the network is to develop a specific planning strategy
for this particular area and to carry out development projects. The
members discuss planning issues in working groups. The
internet-platform nordstad.lu enhances civic participation and
informs about a variety of interesting topics in the area such as
cultural activities, mobility issues or tourism.

Objectives
The network has been set up for two reasons: first to increase cooperation on spatial planning issues in the Nordstad and second to ensure a sustainable and integrated development of the participating municipalities and their surrounding area.
The network has two main objectives:
1) to increase the cooperation between the six participating
municipalities
2) to develop and implement sustainable concepts for the future of
the area.
The Nordstad tries to use civic participation in its approach to
achieve these objectives.
Products
The convention signed by all participants in 2006 set the framework for the network’s collaboration. In a second phase it worked out a common development strategy, supported by a master plan which included guidelines for several areas of intervention: economy, retail, tourism/hotel and restaurant industry, housing, education and childcare, leisure and culture facilities, settlement and landscape development, transport and mobility. Moreover the master plan includes concrete proposals for future key projects.
