KING nominations for best stolen ideas of 2010

Dutch cities Leiden and Landgraaf, the municipal web TYPO3Gem and the municipalities Haarlem and Haarlemmermeer are all nominated for the Best Stolen Prize 2010 which is awarded by the Quality Institute of Dutch Municipalities (KING). With this award KING rewards cities and municipalities that have taken over ideas from other cities and municipalities and have applied these best in their own towns ("stolen" ideas but in the good sense).

And the nominees are…

  • Leiden and Landgraaf been nominated for collecting 58 best practices. The two cities have bundled their forces in order to improve their services. Leiden collected and implemented the best practices, while Landgraaf took over the plans and the process of input. The idea behind the use of best practices is that no comprehensive risk analysis or legal test is required on a number of applications by the municipality. This leads to savings and reduced administrative burdens for citizens and businesses.
  • TYPO3Gem is a municipal network. CP ICT, which is the ICT coordination point of Divosa (an association for managers in social services), developed a toolkit for building and maintaining web forms with a DigiD (a digital counter by the Dutch government for its citizens) link to the GBA-V (a central digital database which includes all personal details collected by municipalities of their inhabitants). The TYPO3Gem took over the toolkit took and developed it further. A total of 10 municipalities, all TYPO3Gem members, have been using the developed system. The tasks were divided amongst each member, but the system is available for all partners.
  • Lastly, Haarlem and Haarlemmermeer which coupled up together in order to work effectively with their environmental permits. Haarlem took over the process description for the Wabo Act (the Dutch environmental permit) from Haarlemmermeer. Haarlem was thus provided with its own Wabo environment that is run by Haarlemmermeer. Haarlem carries out the monitoring, control and management over the application environment.


Best Stolen Prize 2010

The name ‘Best Stolen Prize 2010’ is a funny one with a serious thought behind it. This is intended to encourage cities and municipalities to learn from each other and thus to improve their services in an efficient and effective way. The prize is awarded to a duo of cities/municipalities or a network; the municipality that thought of the idea and the municipality who has taken it over. The 3 nominees have all ‘stolen’ ideas from each other in smart and efficient ways.

Award Ceremony

The jury has unanimously chosen these 3 nominees from all entrees for the contest. During the KING Congress on January 6, 2011 the winner will be announced. There are 2 prizes: a Jury Prize and Audience Award. The audience chooses based on a movie about the nominees who they choose as a winner.
