FEANTSA Seminar on homelessness - Brussels, 11 May 2006

Introduction
This seminar deals with the socalled "Glocalisation" of homeless policies. How can local authorities strengthen their homeless strategies through transnational cooperation?
Description
FEANTSA, the European federation of national organisations working with homeless people, is organising a seminar on local strategies to combat homelessness.
There are currently two parallel trends in homeless policy-making:
  • europeanisation of homeless policies through the EU strategy on social inclusion;
  • decentralisation of homeless policies in many countries through a shift of responsibilities towards local authorities in a search for local solutions.
The simultaneous development of these two trends has been referred to by some academics as "Glocalisation" of homeless policies. This FEANTSA seminar is therefore about reconciling these two trends, and facilitating European or " transnational" exchanges to help local authorities strengthen local strategies based on lessons learnt from other countries.
More concretely, the focus of this seminar will be on implementation of homeless strategies, and on providing local authorities with practical toolkits. FEANTSA has been exchanging information with a number of local authorities over the past few years, and would like to open up the exchange to all local authorities in the EU that require information and practical assistance on how to develop a strategy to tackle homelessness.
The main aims of the seminar are:
  • To inform people about relevant developments in the EU Strategy related to homelessness;
  • to strengthen relations with local authorities on the issue of homelessness; 
  • promote the involvement of local authorities in the work of FEANTSA and in the EU social inclusion process, by providing practical information on how to combat homelessness at local level;
  • to consolidate and further improve our cooperation with the European and national parliaments – following the first FEANTSA seminar in the European parliament where the European Forum against homelessness was launched.
Programme
Session 1 will focus on the context, European and local, for developing such strategies.
Session 2 will focus on various good practices and tools.
Session 3 will focus on the potential of transnational cooperation for strengthening local strategies.
