New Horizons – EC Best Practice Conference on Structural Funds – Graz, 15-16 November 2006

Introduction
New Horizons focuses particularly on the “Knowledge Society”, a theme initially highlighted at the Gothenburg Conference held in November 2005. Capitalising on successive structural fund programmes, this year’s conference aims to build on the knowledge and experience gained to develop a stronger future project generation.
Description
The conference seeks to highlight best practice methods that have resulted in creating and implementing projects that trigger change, stimulate innovation and that pave the way to modern, future oriented regional development and innovation strategies. New Horizons aims at promoting exchange of experience and dissemination of best practice between authorities involved in the implementation on Structural Funds Programmes in Europe. It contributes to improving quality of implementation of Structural Funds on the basis of project presentations and visits.
The aim of the structural funds is to promote cohesion, development, integration; to create a better economic and social balance as well as stimulate innovation and change within and between Member States. Due to their broad scope, structural funds support a wide array of projects across regions. They offer a huge potential for creative and innovative development, whilst also investing in more classic projects like large infrastructure projects, training etc.
The conference addresses three themes:
  • Theme A: How to generate and develop projects promoting productive links between science, research and business;
  • Theme B: How to design and implement innovative financial instruments to support future oriented development
  • Theme C: To learn from projects that change patterns in regional development, that trigger change and that pave the way for the future with a focus on the knowledge society
