Think and Act conference – citizenship and identity in the EU – Rome, 27-28 March 2007 27-03-2007 Introduction The objective of the onference is to improve policy making at national,
regional and local level in the European Union through the valorisation of
research results on the topic of ‘Citizenship and Identity’. As an introduction,
the conference will take the concept of European Citizenship as it is defined in
the Maastricht, Amsterdam and Nice Treaties and analyse its evolution as a legal
concept and as reality for EU citizens and non-EU citizens residing or ‘present’
in EU countries. European citizenship is reserved to every person that is a
national of any EU member state. European citizenship does not substitute
national identity, it supplements it.
Description
Concepts of citizenship and identity are set to gain even more relevance in a
European Union in which approximately 20 million people who do not have the
citizenship of the country in which they are resident. The majority of these
people are nationals from other EU countries but a growing number are people
coming from third countries. The significance of this at individual and
collective levels has interlinked intangible and intangible consequences:
The main activities of the Rome conference will concentrate on the
dissemination and exchange of results and the initiation of debates on the
subject. Four main phases have been identified for the Rome conference.
Phase 1: Introduction
This phase will be held on the first afternoon/evening of the conference following the registration of the participants. It will introduce the participants to the conference through a brief analysis of the concept of Citizenship in the European Union as is defined in the Maastricht Treaty on European Union and enhanced in the treaties of Amsterdam and Nice. Phase 2: Dissemination of research results on Citizenship and Identity in
the European Union
This main phase of the conference will be held on the first full day. It will be devoted to the dissemination of European research results by researchers in the SSH that have investigated phenomenon related to citizenship an identity and the European Union. Phase 3: Experiences and views from Italian policy-makers
This phase will take place in the first part of the morning on the second full day of the conference. Speakers are to be invited from the Italian Ministry for Social Affairs, the Italian Ministry for Research (MIUR), the Italian Ministry for Social Affairs, the Comune of Roma and the Regione Lazio. Each speaker will be asked to talk about the opportunities and difficulties they have in trying to valorise research results when policy making. An EC Representative will be asked to introduce, moderate and comment on these experiences. Phase 4: Experiences and views from journalists
This phase of the conference will be dedicated to interventions journalists who have intimate knowledge of current policy and hands on experience of the consequences of this policy. It will take place on the morning of day 2. An EC Representative will be asked to introduce, moderate and comment on these experiences. The journalists will be invited after project approval. Phase 5: Round Table Wrap-Up Meeting
This phase will hold a round table debate on the results and opinions presented in the conference. Policy-makers attending the conference will have priority over other participants to comment. This final phase of the conference will take place during the last hour of the afternoon of day 2. Main outcomes of the Conference will be presented to the media in a Press
Conference to be held after the closure of the event.
