Plan the City with the Port - International Conference, Le Havre, 23-25 May 2007
23-05-2007

Introduction
The City of Le Havre and the International Association Cities and Ports (IACP) are organising the final conference of the Plan the City with the Port (PCP) project: “Plan the City with the Port – strategies for redeveloping city-port linking spaces”.
Description
Over a little less than the last two decades, port cities have thrown themselves into ambitious redevelopment projects for the abandoned port spaces that are the connecting spaces between the historical places of the urban centres and the zones of activities linked to the port. These spaces are today territories with high stakes: the city can provide there an alternative offer in terms of quality accommodation, of public spaces and installations capable of attracting new categories of population. Putting such spaces into a new perspective enables the port city to modify a sometimes deteriorated image and to regain its attractiveness for private investors.
In parallel to these urban objectives, the port authorities are trying to maintain their competitiveness by adapting the spaces under their management to the requirements of the international maritime operators. The development of logistics and tertiary activities linked to the international port function strongly incites them to resist the urban pressures exercised on the connecting spaces between city and port in order to be able to guarantee for business enterprises the best suited conditions for their activity.
The search for a balanced development between the city and the port on these territories today supposes a joint reflection that aims to:
  • ensure the compatibility of the evolution both of the urban projects as of the port functions
  • search for common solutions associating on the connecting spaces a framework for quality living and efficient port functions
  • set up possible compensation measures
At the conference, the following topics will be addressed:
  • living and working in the port: the search for harmonious cohabitation
  • environment and risks, constraints and challenges in city – port cohabitation
  • culture and tourism: instruments towards the city-port blending and attractiveness
  • city – port complementarities to win
