Key elements for a successful local homeless strategy – Brussels, 1 June 2007

Introduction
This year, the seminar focuses on key elements for a successful local homeless strategy. Local authorities have increasing responsibilities in the area of homelessness and have an interest therefore in gathering as much expertise as possible on the experiences of other local authorities within their country and across the rest of Europe.
Description
The Seminar will be opened by Michel Delebarre, President of the Committee of the regions and Yvan Mayeur from the city of Brussels.
The programme consists of 4 sessions with a mix of speakers from different backgrounds:
  1. Institutional context (including how to tackle homelessness when responsibilities are shared or insufficient)
  2. Legal context (including the need for a justiciable right to housing)
  3. Prevention of homelessness (including how to address the structural causes of homelessness at a local level)
  4. Neighbourhood context (including dealing with the NIMBY phenomenon and social mix).
Attached to this seminar will be the second meeting of the local authorities forum on homelessness. The first meeting took place in December 2006. Most representatives of local authorities will attend both the forum meeting (to discuss the forum strategy and to explore future opportunities of transnational cooperation) and the seminar (to gather expertise on various homelessness-related issues). This meeting will take place from 4-7pm on Thursday 31 May.
