Local Government Strategic Planning to Improve the Urban Environment – Tokyo, 9-13 July 2007

Introduction
The purpose of this event, that will take place in Tokyo Japan, is to enhance local authority’s capacity to improve urban environment and to provide knowledge on financial modalities for greenhouse gas emission reductions.
Description
The seminar will:
  • Review international/regional case studies and introduce analytical tools to evaluate the environmental impact and multiplier effects of different initiatives.
  • Help participating cities to understand the mechanisms which can assist them as they reduce greenhouse gas emissions from their local government operations and throughout their communities.
  • Offer tools and technical assistance to assist local governments in reducing their greenhouse gas emissions.
  • Provide simple, standardised means of calculating greenhouse gas emissions, of establishing targets to lower emissions, of reducing greenhouse gas emissions and of monitoring, measuring and reporting performance. A number of organisations have already developed several software tools that help cities comply with the methodology.
  • Provide guidance to obtain financial gains from global emission trading through the local actions taken.
Prior to the participation, each participant should formulate draft action plans for their own jurisdictions or institutions. Each participant is required to participate in every session during the seminar and finalise the action plan to better manage urban environment. Initial participation to the established network is also required.
