A comprehensive and legally-based planning and its implementation can lead to a considerable improvement of the environment. However, on the way from planning via its implementation up to the results, regional development is subject to all kinds of external influences by politics, the judiciary, the economy and various lobbies so that the original approach has occasionally undergone considerable changes in its course.

Hence, the main topic of the scientific discourse for the participants of the congress is how to deal with this complex process in the sense of carrying through environmental concerns.

Besides plenary lectures with detailed discussions, interdisciplinary workshops are planned for an exchange of experience.

The congress organization plans two different kinds of events. In plenary sessions and interdisciplinary workshops complex fields of topic shall be discussed, as for example:

Do we need „New Cities”, where and how might they be planned?
What demands are to be made of environmental and planning law and planning instruments, in order to guarantee a sustainable urban development in view of the minimum demands on urban ecology?
Standards and minimum demands for an „environmentally suited“ and sustainable urban development.

The second kind of congress event will be more specific. It is planned to deal with the environmental media soil, air/climate, water resources and water balance in an urban context as well as with other important single topics relevant for planning, such as:
