Parallel patterns of urban growth and decline - Kaiserslautern, 23-26 March 2009
23-03-2009

Introduction
The 8th International Symposium (UPE 8) of the International Urban Planning and Environment Association aims to be a forum for discussing urban and environmental issues.
Description
The 8th symposium in Germany provides a unique setting to witness both the phenomena of growing regions and declining cities. Most of the cities in the eastern parts of the country continue to suffer a loss
of population. While there are many factors, strong driving forces behind this are continued economic restructuring as well as demographic changes. There are dramatic consequences of decline, including abandonment of homes, a shrinking employment base, failing infrastructure, and the loss of social and cultural amenities.
On the other hand, growing urban regions, primarily in the west of the country, cannot always keep up with the demand for new housing, new or expanded infrastructure, as well as services and amenities.
Both spatial development processes - rapid growth and decline - challenge spatial planning and the achievement of sustainable development.
The UPE 8 Symposium aims to:
  • discuss planning concepts as well as the environmental consequences of the growth and shrinkage phenomena around the world;
  • assess the environmental implications of this phenomenon on urban and rural areas;
  • provide a global forum for the exchange of ideas on the latest developments in research and practice.
