Commission unveils register of expert groups 28-11-2005 The European Commission has opened a register of expert groups. The register
makes it easy to identify the advisory bodies that assist the Commission in
preparing policy initiatives and legislation. The list contains approximately
1300 working parties, committees and scientific bodies. The 250 comitology
committees of national civil servants have been named in a separate register.
The Commission uses these external experts as well as its internal expertise
when framing European laws. The external experts are typically true specialists
in certain fields and help the European institutions in their deliberations on
various areas of policy. These include fields like air quality standards,
fishing quotas, establishment of European research and development programmes
and strategies for combating unemployment. All of these expert groups have now
been listed in a register.
The 250 advisory, administrative and regulatory committees -– collectively
known as comitology committees -- had already been listed in a special register.
The committees act as discussion forums and are made up of representatives of
the member states. They enable the Commission to consult with national
government departments before adopting implementation measures. This approach
allows the Commission to align the measures as closely as possible to the
reality in each of the countries concerned.
