EUROCITIES members adopt Lyon Declaration

From 19 to 22 November, more than 500 delegates from across Europe and around the world, including 40 Mayors and other representatives from 150 cities in 50 different countries, gathered together in the French city of Lyon to participate in the Annual Conference of EUROCITIES. The main theme of the Conference was " European Cities Open Up to the World", focusing on the important role that cities and local governments can play in the field of international cooperation.
During the final day of the Conference on 22 November, EUROCITIES members unanimously approved the EUROCITIES Lyon Declaration. This Declaration sets out the benefits of cities getting directly involved in international cooperation, and the specific reasons why European cities should cooperate with cities in different parts of the world. The Lyon Declaration also includes a series of political and practical recommendations addressed to the institutions of the European Union, and also to the national governments of the Member States.
With its Lyon Declaration, EUROCITIES is calling on the European Union: 
  • to recognise the important and valuable contribution that local and regional authorities can make to the development and implementation of the external policies of the EU; 
  • to positively encourage the involvement of local and regional authorities in the process of preparing for EU membership in the accession, candidate and potential candidate countries; 
  • to include “strengthening local government and democratic institution-building at the local level” among the main objectives of the European Neighbourhood Policy (ENP); 
  • to ensure that the various European programmes and financial instruments that are used to support pre-accession strategies and external policies include opportunities for the participation of local and regional authorities and direct city-to-city cooperation; 
  • to include an urban strand in the various programmes being developed to support the Union's external actions 2007-2013, including the ENP and pre-accession processes;
  • to actively support the implementation of the proposal, which was part of the original Barcelona Declaration in 1995, that there should be an annual meeting of city and regional representatives from all of the countries involved in the Euro-Mediterranean Partnership.
