Commission presents guidelines on state aid control and urban regeneration

According to the Commission, current rules offer member states enough leeway to provide targeted state aid to urban regeneration projects, if one knows how to apply the rules. The so called “vademecum”, or manual, provides local and regional authorities with practical guidelines on how to deal with the issue of state aid control and regeneration of deprived urban areas. This vademecum has been published by the European Commission by request of the EU member states.
The vademecum offers: 
  • an overview of state aid rules that could apply to urban regeneration projects; 
  • an enumeration of situations in which financial aid is not considered state aid; 
  • guidelines on how to prevent unlawful state aid in the case of public-private partnerships; 
  • an overview of the Commission’s decisions in specific state aid cases, to be updated regularly.
