235 million euros for citizenship programme

At their Council meeting on 18 May, EU Cultural Ministers reached a political agreement on the “Citizens for Europe” programme for 2007-2013. Over the next seven years, the programme will receive 190 million euros in 2004 terms, which is the equivalent of 235 million euros today. Town twinning and other cross-border projects are to receive a substantial part of the budget.
The budget is to be allocated to four types of actions: 
  • “Active citizens for Europe”, including town twinning and other transnational and cross-sectoral citizens' projects and support measures. The programme will be allocated 47% of the total budget; 
  • “Active civil society in Europe” to ensure structural support for European public policy research organisations (think tanks) and organisations of civil society at European level or projects initiated by civil society (budget: 29 %); 
  • “Together for Europe” provides support for high-visibility events such as commemorations, the celebration of European achievements, artistic events, European-wide conferences and prize givings, financing studies, surveys and opinion polls as well as Information and dissemination tools (budget: 10%); 
  • “Active European remembrance” - under this action projects such as the preservation of the main sites and memorials associated with the mass deportations, the former concentration camps and other large-scale martyrdom and extermination sites of Nazism are supported (budget: 4%).
The programme will be managed by the European Commission with the assistance of a committee (budget: 10%).
