More money for urban housing and regeneration in new Member States 10-05-2006 On 5 May, the Council of Ministers reached agreement on European Regional
Development Fund (ERDF) and European Social Fund (ESF) spending for the next
budgetary period (2007-2013). ERDF spending on housing will be eligible in the
new EU member states, under certain conditions. The thematic financing
priorities for the two Structural Funds (ESF and ERDF) remain virtually
identical to the proposals tabled by the Commission.
To be eligible for ERDF funding for housing, spending must be in the context
of an integrated urban development initiative or to upgrade rundown areas or
areas threatened by social exclusion. The housing concerned must be multi-family
housing destined for low-income families. The ERDF funding is only available for
housing projects in the new EU Member States. Available funding will amount to a
maximum of 3% of the ERDF's contribution to the relevant operational programme
or 2% of the Fund's total contribution.
The thematic financing priorities for the two Structural Funds (ESF and ERDF)
remain virtually identical to the proposals tabled by the Commission. As far as
the ERDF is concerned, emphasis will be placed on research and technological
development, the information society, the environment, risk prevention, tourism,
investment in transport, etc.
The same goes for the ESF: co-financing priorities are not fundamentally
altered (helping both workers and businesses to adapt, improving access to
employment and sustainable insertion, social inclusion of under-privileged
citizens, reform of education and training systems, etc.).
