i2010: EC steps up efforts 12-06-2006 The member states are to adapt to their public services to information and
communication technologies (ICTs) by 2010. The i2010 action plan aims to develop
cross-border services accessible to all Europeans. The action plan will create
an appropriate European framework for putting public services online.
EU Telecommunications Ministers pledged as much in conclusions adopted in
Luxembourg at the Telecoms Council on 8 June. The i2010 eGovernment action plan
will lead the European Commission to “undertake all necessary efforts” to
“intensify collaboration between public administrations at all levels across
member states”. It should also ensure coherent and efficient use of the
programme, continue assessment of the economic and social impact of cross-border
eGovernment services, launch pilot projects and produce an annual report.
Member states are above all keen to invest in exchanging information to
resolve problems regarding cooperation and interoperability between national
administrations. In order to ensure secure access to public services online, the
EU will set up an electronic identification system based on international
standards, a common terminology and personal data protection. A roadmap' will
identify which documents should be digitalised and develop a European archiving
model.
