EC publishes Cohesion policy guidelines for cities

The European Commission has published a Communication “Cohesion policy and cities”. The communication sets out the framework for sustainable urban development in European Regional Policy for the period 2007-2013. National authorities are invited to use this communication and involve local authorities in the preparation of the new round of Cohesion Policy programmes.
This Communication builds upon the working paper “Cohesion Policy and Cities”, presented during the British EU Presidency in December 2005. It is up to the individual member states to sub-delegate the implementation of urban actions to urban authorities. Many people in the field, including members of the URBAN-Housing Intergroup in the European Parliament, fear that national authorities will neglect the urban issues in their operational programmes by bypassing local authorities.
