CoR to create a Lisbon Monitoring Platform 02-10-2006 The Committee of the Regions CoR has put together a research team set up a
system to monitor the realisation of the Lisbon Strategy, the plan to make the
EU the most competitive economy by 2010. The aim is to inform cities and regions
on the implications of their countries’ National Reform Programmes, and to
increase their ownership of the Lisbon Strategy. Fifty cities and regions are
initially participating in the monitoring system. A fully-fledged monitoring
system should be ready by 2007.
The research should create an operational tool for local and regional
authorities, based on three principles:
• transparency (through the follow-up and information of what happens at " grassroots" level with the National Reform Programmes); • benchmarking (through a better knowledge of what happens in other countries and regions); • interactivity (through an electronic platform aiming to create an online “community”). This tool is expected to raise awareness about the implications of the
National Reform Programmes for local and regional authorities and to increase
ownership by local and regional authorities in the governance process of the
Lisbon Strategy.
Academic studies show that EU regions are facing very different challenges
with regard to the Jobs and Growth Strategy. In order to start the monitoring
exercise and in the framework of the Lisbon Strategy, a classification of EU
regions was established.
The Committee of the Regions is currently in the process of setting up an
interactive web platform, which should be accessible in October 2006, with a
preliminary test phase in June 2006 with fifty Regions/Cities. This group of
fifty regions and cities is expected to systematically increase over the
following years and a fully-fledged monitoring system should be ready by 2007.
