CoR ‘Declaration for Europe’: more respect for local and regional diversity, identity and autonomy 05-04-2007 The Committee of the Regions (CoR) celebrated Europe’s 50th birthday in Rome
on 23 March. At the main ceremony the CoR adopted its ‘Declaration for Europe’,
which calls for a new ‘bond of trust’ between the European Union (EU) and its
citizens. Respect for human rights, the development of local and regional
autonomy and cultural diversity are among the values that need to underpin this
‘bond of trust’.
In the declaration, the CoR emphasises the invaluable contribution that the
European Union has made to peace, democracy and prosperity over the last fifty
years. The European integration sets an example for the rest of the world. The
EU’s policies have also had a positive impact on regions, cities and local
authorities. People’s standards of living and access to education, health and
transport services have gradually improved, thanks to the economic and social
cohesion policy. The EU’s respect for cultural and linguistic diversity, as well
as its recognition of local and regional identities benefits all people of
Europe.
What is the way forward for the EU? The CoR is convinced that devolution and
multi-level governance are among the best routes towards European integration.
Respect for local and regional diversity, identity and autonomy is essential in
