Programme to combat violence against women and children to be approved by European Parliament 01-05-2007 The European Parliament (EP) is expected to approve the Daphne III programme
during its 21-24 May plenary session in Strasbourg. The Council of the European
Union has already adopted the proposal on 5 March 2007. The Daphne programme
supports organisations that prevent or combat violence against children, young
people and women and protect victims and groups at-risk.
The Daphne II programme was allocated a budget of 50 million euros. The
Daphne III programme budget is significantly bigger. It has increased to
approximately 117 million euros for the 2007-2013 programming period.
It was necessary to hold several informal meetings between rapporteurs of the
Parliament, the German EU Presidency and the European Commission to reach
consensus on the proposal. Finally, the EP rapporteur proposed to adopt the
Council's text without any amendments.
The budget increase to 116.85 million euros reflected recognition of the
importance and the achievement of the programme, according to EP rapporteur
Gröner (PES, Germany). NGO access to this programme has been safeguarded. In
particular, the EP has ensured that the highly successful Helpdesk service would
be continued and that a think tank providing expert advice would be set up.
Lastly, a common declaration should call on the Commission to take the
initiative to establish a European year to combat violence against children,
teenagers and women.
