Green Paper on Urban Transport is well on track 13-06-2007 The European Commission is to push forward in drafting a Green Paper on Urban
Transport. The preparation phase of the paper, in which stakeholder consultation
was central, is drawing to a close. The Green Paper seeks to see whether
obstacles to successful urban transport policies exist at the EU level. Based
upon an extensive stakeholder consultation by the Commission, it can be
concluded that there is a role to play for Europe in urban transport.
Subsidiarity is "not an obstacle" to a European transport policy. The EU has
a role to play: it must identify whether there are obstacles to successful urban
transport policies and propose "joint solutions" where appropriate. The message
is clear for the Commission: cities themselves are in the best position to
choose and implement appropriate measures. The Commission should make
instruments available but it is for the cities themselves to implement them.
Over the past months the Commission has organised four technical workshops
that involved invited stakeholders and experts. The four technical workshops
addressed the following topics:
Apart from the four technical workshops, European stakeholders and experts
have been able to comment on the ideas for a Green Paper on Urban Transport
through an online consultation form.
The Commission will spend this summer to write up the Green Paper. It is due
to be adopted in September 2007. The Green Paper will be followed by an Action
Plan on Urban Transport, due to be adopted in Autumn 2008. The writing up of the
Action Plan will be proceeded by an extensive stakeholder consultation as well.
This consultation is planned to take place in Spring 2008.
