To be inclusive, cities need more investment in public transport 06-06-2007 The International Association of Public Transport (UITP) has published a
position paper on ‘Tackling social exclusion’. It stresses that more public
transport is key to connect socially excluded citizens to the social and
economic structures of society. Transport policies should focus predominantly on
this segment of the population.
The main message of the report is is that public transport is a key factor of
social inclusion. The position paper highlights good practices from around the
world. It recommends actions to take at international, national and local level
and puts forward a number of tools for the implementation of these actions.
In practice, national authorities are investing too little in public
transport connecting poor neighbourhoods, mostly at the fringes of the cities
where rents are more affordable, with the city centres, where most job
opportunities can be found. According to the UITP this significantly limits the
chances of the unemployed finding work.
Tackling this issue requires a holistic approach, involving partnerships
between public transport and social policy, such as schemes in which employment
agencies provide job seekers with tickets to travel to interviews.
The position paper was presented at the 57th World Congress and Exhibition of
the UITP, taking place in Helsinki from 20-24 May 2007.
