The "Euskadi in the Information Society" Plan involves several coordinated measures with the common objective of adapting the Basque society to the digital era, by promoting the cultural change and the access of all social agents (citizens, enterprises and public administrations) to information technologies, thus enabling both a better quality of life and the generation of economic value.

The plan contemplates three different lines of action: users, contents and environment. As far as users are concerned, the main objectives are the digital inclusion of citizens, the acquisition of new technologies in the enterprise environment and the increase of digital contents and services offered by public administrations.

The content line of action involves measures related to the development of e-learning and e-health, the support of the digital content economic sector and the general presence of the Basque Country on the Internet. Finally, in the field of environment the measures are oriented to improve telecommunication infrastructures and to build a legal framework that mantains the balance between security, privacy and freedom.
