e-Government City Models: Cases from European Cities
Introduction
ICT innovations are a way to overcome modern urban problems. They can provide more effective and innovative services and develop interactive relations between citizens and public administration. According to this survey conducted by the EUROCITIES Knowledge Society Forum, there are three key challenges related to the use of ICT today: the overcoming of the digital divide, the definition of citizens' rights in the Information Society and the choice of the most suitable connection network architecture. Cities should develop a joint approach to define the lines for further developments and concentrate their investments towards common strategies. This survey analyses a set of relevant and successful cases of e-Government strategies in several important European cities. 
Description
This study is part of the work done by the e-Government Working Group of the EUROCITIES Knowledge Society Forum - Telecities, led by the city of Barcelona. It investigates the way in which several European cities apply e-Government strategies. It hereby comes up with several best practices in the field of e-Governance. The cities that are investigated are:
  • Barcelona
  • Vienna
  • Munich
  • Birmingham
  • Stockholm
  • The Hague
  • Turin
Conclusions
The study comes up with several important conclusions:
  • A key for success in e-Government is the provision of services that match a large demand and attract a critical mass of users;
  • Leading e-Government cities offer citizens and businesses a wide range of services that are helpful in their real lives;
  • The economic and social sustainability of the investments in ICT and e-Government programmes is a growing concern in many public organisations;
  • Advanced e-Services require the integration of multiple components, a shared view and sustained long-term efforts;
  • All the cities involved recognized that internal adoption among politicians, executives and civil servants is key to success;
  • All the cities in the study recognize the need to use marketing and communication to facilitate the diffusion of e-Government among the public;
  • Complexity, scope and volume of current e-Government or information enabled operations in many cities are requiring new forms of cooperation and partnership.
