Introduction
How is Europe progressing in electronic public services?
Description
This report presents the results of the fourth benchmarking exercise on the progress of online public services in Europe. The study measures the e-government policy indicator of the eEurope Action Plan of the European Commission.
The eEurope initiative was launched by the eEurope Action Plan 2002, strengthened by the eEurope action plan 2005. The objective of the Action Plan is to develop modern public services and a dynamic environment for e-business through widespread availability of broadband access and a secure information infrastructure.

The research report has been written by CAP Gemini and Ernst and Young for European Commission DG Information Society.
Conclusions
The study measures the percentage of online sophistication of basic public services available on the Internet and the percentage of public services fully available online of 18 European countries. 
  • The online sophistication grew in 2003 by 7% to an overall score of 67 percent. 
  • The percentage of fully online service is 45%. 
  • Online sophistication of public service provision for both target groups (citizens and business) is growing, but services for business are much more developped then services for citizens. Exceptions are job search services and submission of data for statistical offices. 
  • There is still a way to go to reach a more acceptable level of rally transactional public services. 
  • Almost all of the participating countries improved online sophistication beyond the level of one-way interaction towards two-way interactivity.
