S.I.S.Te.M.A. Vicenza: an italian city of excellence within the European network of youth’s cities – Vicenza, IT.
Introduction
The S.I.S.Te.M.A. Vicenza Programme represents an opportunity to overcome the local-based approach as regards the management of territorial transformations. The S.I.S.Te.M.A. Vicenza Programme focuses on strengthening material and immaterial networks to increase the economic competitiveness of Vicenza and on the improvement of culture and communication.
Description
The S.I.S.Te.M.A. Vicenza Programme lists three levels of action:
  • A “System action” that aims to create a feasibility study to define a strategic plan coordinated by the local government and involving both public and private actors. The strategic plan has to identify products to be developed and actions to be improved in order to increase the competitiveness and strategies to ensure urban regeneration
  • A “Context action” that foresees the implementation of a web-based portal for the network “Vicenza, European city of youth - software for sustainable development”. This software acts as a virtual meeting place for stakeholders
  • A “Local action” to realise a physical space –Forum Centre– to host the portal control panel.
Vicenza is the economic and industrial “capital” in the North East of Italy and is involved in complex territorial dynamics concerning all the Northern-East area. The town is included in the two great metropolitan systems of Venezia-Mestre-Padova-Treviso and Verona-Brennero. Over the last few years, as many medium-sized cities of the Padan Plain area, Vicenza has experienced deep processes of urban regeneration. In fact, it is part of a complex urban network connecting important cities of the area called the “Vicenza System”.
Participants
The S.I.S.Te.M.A. Vicenza Programme is addressed to the South Veneto territorial system and it involves the towns of Verona, Vicenza, Padova, Venezia and Mestre. The Programme is intended to improve infrastructure in the area neighbouring the A4 motorway and the Torino-Trieste-Lubiana railway, where the trans-European Corridor 5 will be built up. The main partners of the project are the Municipality of Vicenza, the district of Vicenza and the Region of Veneto. The first trans-European partnership will be implemented with the city of Annecy (France) and its University and the city of Pforzheim (Germany).
Network lead
The town of Vicenza plays a leading role as promoter of a network between European towns. This network is based on the implementation of partnerships at regional, national and European level. It involves institutions, agencies and structures to implement training and cultural exchanges between young people. The partnership's final aim is the implementation of a “Youth European Cities” network.
Objectives
The main objective of the S.I.S.Te.M.A. Vicenza Programme is to create a network among all the stakeholders (e.g. cities, universities, urban professionals, chambers of trade) directly and indirectly involved in the territorial transformation process stimulated by the creation of the trans-European Corridors 1 and 5. Through the strengthening of partnership in the territory, the S.I.S.Te.M.A. Vicenza Programme could develop the basic conditions to grant the sustainability of territorial and economic policies. In this way it is possible to implement urban and territorial markets able to encourage the exchange of information, experiences and strategies. This network among cities, institutions and stakeholders will involve the Region of Veneto and other European Regions.
Products
The main products are:
  • the implementation of an active network connecting cities, universities, associations and chambers of trade in the South of Veneto. The network promoted the development of a common strategy for urban and territorial marketing, as laid down in the final draft of the Strategic Plan
  • the creation of a website to support young people in networking their educational, cultural and job experiences
  • the regeneration of many areas and renewal of Vicenza historic buildings where the portal control panel and related services are hosted.
EU involvement
The strategy of the Vicenza S.I.S.Te.M.A. Programme is to create a connection between the Italian territory, European Corridors of the TEN networks (in particular the Corridor 5 Lisbon-Kiev and the Corridor 1 Berlin-Naples) and European cities.
