Cluster Management Guide – Guidelines for the development and management of cluster initiatives
Introduction
The ability to innovate is crucial for the success of regions and cities. Cluster initiatives play an important role in fostering local competitiveness. Clusters concentrate the resources and means necessary to achieve a critical mass and to accelerate the transfer of knowledge and know-how. The Clusters Linked Over Europe (CLOE) network has published a practical guidebook on the creation and management of clusters. It offers a hands-on overview of necessary steps to be taken to successfully develop and run cluster initiatives, while taking in account the different conditions prevailing in the partner countries.
Description
A cluster is a combination of vertically and horizontally related economic partners of a certain industrial sector in a defined locality with international competitiveness. Cluster initiatives are organised local, sectoral networks among economic partners aiming at improving innovation performance and international competitiveness. The guidebook gives practical assistance on how to create and manage cluster initiatives.

Eight European regions and cities participate in the CLOE network:
  • Kaliningrad, Russia
  • Karlsruhe, Germany (lead partner)
  • Linz, Austria
  • Lyon, France
  • Nottingham, United Kingdom
  • Tartu, Estonia
  • Timisoara, Romania
  • Wermland, Sweden
The information in the Cluster Management Guide is based upon the experiences with managing cluster initiatives in the eight participating regions.
Conclusions
The main tasks for managing cluster initiatives can be divided in five broad fields:
  • information and communication
  • training and qualification
  • cooperation
  • marketing and PR
  • internationalisation
Each of the five fields is extensively elaborated on in the guidebook. A step by step overview on how to establsih a successful cluster is provided. Furthermore, the guide presents checklists for each of the five fields.
