Reversing economic and social decline – Turin, IT
Introduction
With financial support from the URBAN II programme, the city of Turin is implementing a plan to regenerate the Mirafiori Nord area by attracting new businesses, technologies and innovation.
Problem
In the past, the Fiat factories fuelled the activity in the Mirafiori Nord neighbourhood. When the car manufacturer ran into difficulties, the neighbourhood went into decline. With its concentration of social housing, the neighbourhood has all the stigmas associated with a problem area:
  • high unemployment, especially among young people;
  • decaying buildings;
  • low level of skills;
  • deficient public infrastructures;
  • pollution etc.
A number of small businesses, craft industries and retailers have set up in the Mirafiori Nord industrial zone. They are struggling to survive, however, or in some cases even to get started at all due to the difficulties of recruiting locally the skilled workers they need.
Description
The Mirafiori Nord regeneration plan covers three main areas of intervention, symbolised by colours: green, red and blue. Green symbolises the environment. Red stands for the integration of the most disadvantaged people, in the labour market for example. Blue symbolises regeneration of the economic fabric and focuses on training.
A number of projects have been set up to achieve these aims. The "Atelier" is addressed at young people who want to invest in the new media sector. " E-Commerce" is aimed at small commercial and craft businesses seeking to develop online commerce. The most economically ambitious of them all is "LISEM" (Laboratorio di Intervento per lo Sviluppo Economico del quartiere Mirafiori), laboratory for the economic development of the Mirafiori neighbourhood.
Results
So far, no results have been published. The project will be evaluated at the end of its implementation phase.
EU involvement
The total cost of the project is 42.9 million euros. The URBAN II programme of the European Commission provided 10.7 million euros.
