Employer training pilots: final evaluation report - UK
Introduction
Assesses the nature and extent of the take up of Employer Training Pilots (ETP), which offer free or subsidised training to employees without a level 2 qualification.
Description
Provides an overview of the pilots. Reports on the numbers of participants and their characteristics. Assesses how the pilots were delivered, how training was organised, and the level of learner completions, acquisition of qualifications, and overall satisfaction with the pilots.
Background information
The Department for Education and Skills commissioned the research to assess the nature and takeup of the ETP offer. Research report RR774
Methodology
Quantitatively assesses the effect of ETP on workplace training activity through an analysis of surveys of potentially eligible employers and employees, plus a more qualitative “process” evaluation with the main stakeholders and learners.
Conclusions
Finds a large, unmet potential demand for qualifications-based training among low-skilled workers. Indicates that free, flexibly provided training is attractive to employers, and that the identification of further appropriate training for learners is important. Key lessons include the need to avoid over-complicated models, match performance targets to objectives, and have a number of sources of evidence.
