Development of priority territories under urban policy, France
Introduction
The object of the study is to evaluate the contribution by Objective 1 and Objective 2 programmes to the priority perimeters under urban policy.
Description
Objective 1: European funds action in FODs is characterized by the specificity of these territories’ issues, similar to those of developing countries. Although the financial amounts at stake are quite significant, projects’ implementation runs up against the difficulty of gathering national co-financing, the weakness of strategies, and the lower relevance of priority geography that characterized the French urban and social development policy.
Objective 2: European funds have played a major part in urban areas under the urban policy. However, these contributions are characterised by a low level of anticipation and have been insufficiently strategic. Whilst the European funds undeniably constitute added value, it must be acknowledged that there have been some perverse effects and under-use of the ESF as regards urban policy.
