Europe Proof - Guidelines to assist Dutch municipalities in adopting EU legislation and regulations

Introduction

All Dutch municipalities are also European municipalities. For the Netherlands, Europe has become a fourth tier of government and a source of much legislation that the municipalities have to adopt. Municipalities have learned from experience that adopting these regulations is not without its problems and that in certain cases, municipalities have been confronted with substantial problems.

Description

The publication describes the areas affected by European legislation and regulations and what European legislation and regulations mean for the everyday practice of municipal decision-making. Each chapter of the guidelines provides a brief sketch of its subject and what this subject means for municipalities. For greater clarity, recent examples of how certain municipalities have had to deal with adopting European legislation and regulations are given. A list of sources for more relevant and in-depth information is also included.

Conclusions

The guidelines offer no exhaustive overview of all the topics related to European law that would be important to municipalities. Neither are the guidelines an instrument to be used for preventing mistakes. Instead, the information is basic information that municipalities can use themselves to get started.
