Cineac Delfshaven - Rotterdam, the Netherlands
Introduction
The Cineac Delfshaven television programme is broadcast on the channel of the Stichting Lokale Omroep Rotterdam (the local Rotterdam TV broadcasting company). Cineac Delfshaven is focused on broadcasting information about developments, news, activities and backgrounds on issues in the Delfshaven district.
Description
Cineac Delfshaven intends to promote the residential, living and working climate in the Delfshaven district. In particular, the programme endeavours to increase the involvement of residents, employers and institutions in their living and working environment. Cineac Delfshaven’s ambition is to actively involve the residents of the Delfshaven district in the compilation of the programme. Cineac Delfshaven also supports businesses by devoting attention to issues and developments of relevance to their operations. The objective is to bring the various parties in the region together.
Approach
Cineac Delfshaven offers viewers information about developments, news, activities and backgrounds on issues in the Delfshaven district. In contrast to the regional and national media, which often focus on (unfavourable) incidents in the region, Cineac Delfshaven highlights a wide range of current favourable developments and opportunities in the Delfshaven Borough. For example, Cineac Delfshaven regularly reports on new business activities, thereby offering the companies additional publicity directed at Rotterdam’s general public. In addition, Cineac Delfshaven promotes tourist and recreational activities in the Delfshaven district.
Results
Entrepreneurship is possible solely in an appropriate residential and living environment. Cineac Delfshaven informs residents and employers about issues in their immediate residential and working environment, and in so doing contributes to an understanding of each other’s interests. This form of media increases resident and employer involvement in their living environment. Bringing enterprising residents and entrepreneurs into the news sets an example to the general public.

EU involvement
This project has been partially funded with Objective 2 funds. Since 2000 nine cities have been eligible for the Objective 2 Urban Areas in the Netherlands programme, which forms part of the European Fund for Regional Development (EFRD) of the European Union. EFRD is one of the four Structural Funds of the European Commission. The programme helps cities to carry out projects that benefit disadvantaged areas.
In the Netherlands, total European Objective 2 subsidies concern 192 million euros. 4.25% of the Dutch population lives in the selected areas.
The European Commission prescribes that for every euro from the EFRD, a minimum of one euro must be contributed from the government. The cities must therefore add their own public or private funding to the European subsidy. The European programme is linked to the urban plans agreed within the context of the urban policy of the Ministry of the Interior and Kingdom Relations. For this, the cities can make use of funds that have been allocated to them in the context of the national urban policy.
