Events and promotion of Enschede city centre - Eindhoven, the Netherlands
Introduction
The number of visitors to Enschede city centre is falling, despite the fact that the range of shops, catering outlets and cultural facilities on offer has generally improved. This project makes potential visitors to the city centre aware of the improvement in the offering by highlighting the new centre of Enschede: Van Heekplein square, Stadserf and the area around the station.
Description
The aim of this project is to permanently increase the number of visitors to Enschede city centre and the number of people attending events. To this end, a promotional campaign will be launched which highlights the city centre and the events taking place there. An event will also be organised.
Approach
As part of the project a promotional campaign was organised for Enschede city centre. This involved promoting the range of shops, the market, the catering outlets and the cultural facilities. An intensive promotion of High and Medium Profile Events has meant that Enschede has attracted a great deal of attention and a lot of visitors. Finally, the Kleur de stad (Paint the town) Festival was organised to celebrate completion of the work on the city centre.
Results
Promotional activities and the organising of events are the obvious way to achieve a permanent increase in the number of visitors to the city centre. This project boosts the appeal of the area to visitors and businesses. By achieving a permanent increase in the number of visitors, the spend in Enschede city centre will increase.

EU involvement
This project has been partially funded with Objective 2 funds. Since 2000 nine cities have been eligible for the Objective 2 Urban Areas in the Netherlands programme, which forms part of the European Fund for Regional Development (EFRD) of the European Union. EFRD is one of the four Structural Funds of the European Commission. The programme helps cities to carry out projects that benefit disadvantaged areas.
In the Netherlands, total European Objective 2 subsidies concern 192 million euros. 4.25% of the Dutch population lives in the selected areas.
The European Commission prescribes that for every euro from the EFRD, a minimum of one euro must be contributed from the government. The cities must therefore add their own public or private funding to the European subsidy. The European programme is linked to the urban plans agreed within the context of the urban policy of the Ministry of the Interior and Kingdom Relations. For this, the cities can make use of funds that have been allocated to them in the context of the national urban policy.
