Delivering Major Regeneration Projects: Public and Private Skills Sets

The presentation outlines the need for Manchester City Council to provide additional surety to the capital programme in terms of time, cost and quality. The workshop notes that follow summarise discussions between regional partners.
Description
This workshop discussion was organised by RENEW NW for partners in the region to consider the lessons that could be learnt across a range of sectors and types of organisation, responding to a presentation by Manchester City Council which has a Government standard single corporate approach to Programme and Project Management (PPM) for all its capital projects.
Manchester City Council has adopted an eight stage scrutiny Gateway process for all capital projects, allowing as assessment of the programme and project.
Background information
This workshop discussion was organised by RENEW NW for partners in the region to consider the lessons that could be learnt across a range of sectors and types of organisation, responding to a presentation by Manchester City Council which has a Government standard single corporate approach to Programme and Project Management (PPM) for all its capital projects.
The aim is to achieve savings with an in-house team and effectively manage programmes and projects through service redesign and cultural change, as well as physical projects.
Methodology
Manchester City Council has adopted an eight-stage scrutiny Gateway process for all capital projects, it is complimentary to the standard Gateway model for programme and project assessment promoted by the Office for Government Commerce.
Manchester City Council have shared their expertise and resources for free with 52 other local authorities and health authorities, and many have used the same or a similar approach as the Manchester model. It seems a key issue to gain an acceptance that authorities need to improve their skills sets as clients.
Conclusions
Programme and project management skills are not just for physical projects, they are also key in service redesign and cultural change projects. IT systems for programme and project management are high-risk, so make the corporate changes first.
Programme and project management skills shortages are expected to continue rising. Managing regeneration funding adds to programme and project management complexity, and Programme and Project Management cost savings of up to 30% are possible with an in-house team.
