Amsterdam: Ortelliusbuurt-Noord pilot helps local people in job market
Introduction
Physical, economic and social improvements are being made in a related way within a small, contained area, using a demand-oriented and integrated method of working. Within a short space of time a very intensive approach regarding the housing, work and living environment is taking place, with the input of various parties being brought together.
Problem
Within a short space of time a very intensive approach regarding the housing, work and living environment is taking place, with the input of various parties being brought together.
Description
The project is divided into three parts, each with its own objective:
  • Housing/work areas:
    The aim is to improve the living and work climate in the neighbourhood by creating five living/work houses.
  • Strengthening business activity and stimulating entrepreneurship:
    The aim is to stimulate and support (starter) employers in the neighbourhood and make an inventory of potential employers.
  • Socio-economic activation:
    The aim is to improve the socio-economic and social position and to increase the inhabitants' opportunities in the job market.
Approach
The spearheads within the Amsterdam programme document are:
  • Improving the physical business environment.
  • Stimulating entrepreneurship.
  • Improving the job market.
  • Socio-economic activation.
  • Quality of life and social cohesion.
Results
The project is divided into three parts, each with its own effects:
  • Housing/work areas:
    - Improvement of the quality of life and the community;
    - Renovation of housing;
    - Improving the match between supply and demand in the socio-economic area;
  • Strengthening business activity and stimulating entrepreneurship:
    - twelve supporting SME businesses;
    - three starter enterprises;
    - Insight into the quality of the entrepreneurial climate;
  • Socio-economic activation
    - 110 participants from vulnerable groups who are participating in assistance projects around social and economic themes
EU involvement
URBAN II is an initiative of the European Commission. The aim is to support innovative projects in the field of urban regeneration in disadvantaged neighbourhoods. The URBAN II projects will set an example for national urban policy. In the Netherlands, areas in Amsterdam, Rotterdam and Heerlen have been allocated for the period 2000-2006. In Amsterdam the URBAN II programme is being carried out in eight neighbourhoods from four city districts (West binnen de Ring), with a total of 63,000 inhabitants.
