Skills Needs Assessment for the UK
Introduction
The purpose is to set out the results of a comprehensive research programme which has sought to assess the skill needs facing businesses within the Asset Skills sector, which covers:
  • the Housing,
  • Property Services,
  • Facilities Management
  • and Cleaning sectors of the economy.
Description
The Skills Needs Assessment represents the first stage in the development of a Sector Skills Agreement for Asset Skills. The assessment of current and future skills needs is intended to be a sophisticated analysis of:
  • sector trends,
  • drivers of productivity,
  • areas for workforce development and reducing skill gaps and shortages.
It is the start of a process that will result in tangible improvements in the competitive position of the sector. This includes the housing, property, facilities management and cleaning sectors.
Background information
Asset Skills is one of 25 Sector Skill Councils (SSCs) that have been established by government to tackle the skills and productivity needs of their sector throughout the UK. They are independent employer-led, UK wide organisations that cover different business sectors of economic or strategic significance.
The purpose is to set out the results of a comprehensive research programme which has sought to assess the skill needs facing businesses within the Asset Skills sector, which covers the Housing, Property Services, Facilities Management and Cleaning sectors of the economy.
Methodology
Literature review of skills needs in four Asset Skills industries and policy papers for four devolved administrations and nine English regions.
  • Analysis of national datasets for the Asset Skills’ sector,
  • The commissioning of bespoke econometric employment projections,
  • Focus groups with employers on the drivers of skills demands and employment projections,
  • Employer survey conducted for the Asset Skills’ sector,
  • Semi-structured, in-depth interviews with 48 employers and four nominated professional associations on the key drivers of skills demands,
  • Four in-depth case studies on the relationship between workplace learning and organisational performance and A series of day ‘scenario planning’ events for senior employers.
Conclusions
Significant differences in likely future trends are expected by region and in relation to particular occupational groups. One theme was the extent to which shifting working patterns and the continual drive for higher standards of customer service will impact on the way people work and the skills they will need.
Boards felt that Asset Skills could play a leading role in facilitating development and encouraging ‘learning organisations’. Asset Skills were seen to be ideally placed to communicate changes in legislation, technology and customer expectations to employers and to assist in the development of solutions.
